S.L. 94.13 Art. 11Decisions.

The decision of the Board shall be by a majority of votes. The Chairman of the Board or, when the Chairman is absent from a meeting, the Chairman elected for that meeting shall have an original vote and, in the case of an equal division of votes, also a second or casting vote.
