S.L. 601.12 Art. 39Negotiations.

(1) If the tender document provides for it, the contracting authority may hold negotiations with tenderers.

(2) The tender document must identify which clauses and requirements are subject to negotiations. In determining these areas the authority administering the procurement process shall ensure that the subject-matter of the procurement process, the award criteria and the minimum requirements shall not be changed during the course of the negotiations.
