S.L. 601.1 Art. 49Disbursements of public moneys.

(1) All disbursements of public moneys, be those held in Malta or abroad, shall be made under authority from the Minister by the Accountant General, who is the only officer authorised to make withdrawals from the Public Account or other accounts opened in terms of article 15 of the Act.

(2) Payments in other countries shall be made through through any bank or other agency as the Accountant General may deem appropriate at the time.

(3) Orders for payments from accounts mentioned in sub-regulation (1) shall be signed by the Accountant General, or by any officer performing duty at the Treasury not below the grade of Principal whom the Accountant General may delegate for the purpose.

(4) The said orders shall also in each case be signed by the officer who for the time being shall be performing duty as cashier at the Treasury.

(5) Orders for payment from accounts kept with the Crown Agents or with such other person or persons as may have been appointed as aforesaid shall be signed by the Accountant General, the Assistant Accountant General or by any Principal doing duty at the Treasury whom the Accountant General may delegate to sign such orders on his behalf.
