The Council shall not award or enter into any contract for the supply of goods or materials or for the execution of works, or for the rendering of services, to or for the benefit of the Council, except in accordance with regulations in force regulating the procurement of all goods and services in the public sectors as regulated by the Public Procurement Regulations.
