The Commissioner of Police in consultation with the

Authority may, in special cases to be decided on a case-by-case basis, grant permission for the circulation in Malta of vehicles or vehicle combinations for the national transport of goods which are not in conformity with the characteristics set out in 1.3, 2, 3, 4.1 and 4.3 of the First Schedule.
