S.L. const.7 Art. 9Proceedings by Head of the Public Service and Permanent Secretaries.

(1) Where a Head of Department considers that there exist justifiable reasons or circumstances which make it inadvisable for him to involve himself in disciplinary action against a particular officer under his charge, he shall consult the Permanent Secretary of the respective Ministry, who may in turn, take such action as a Head of Department is empowered to take under these regulations:

Provided that where the Head of Department happens to be a Permanent Secretary, he shall consult the Head of the Public Service, who may, in turn, take such action as a Head of Department is empowered to take, or delegate this power to another Permanent Secretary.
