The Comptroller of Customs shall, every six months, pay to a representative of the boatmen licensed to ply their trade in the

Grand Harbour and Marsamxett Harbour any moneys accrued to him from the payment of the fees referred to in regulation 3 and it shall be the responsibility of such representative to distribute the aforesaid moneys in equal proportions among the boatmen duly licensed as aforesaid during the relevant period.
