S.L. 601.1 Art. 61Safeguards before payment.

The accounting officer concerned shall be responsible to verify that the incidence of charge is correct, that the payment will not cause an excess on the provision authorized for the service, that adequate information has been given on the voucher on the nature of the material delivered, the works or the services rendered, and that the certificate has been signed by the proper officer.
