Notwithstanding anything contained in any other law enjoining secrecy, any person holding records, which in the opinion of the competent authority, could lead to the compilation of the CERTAIN ATMOSPHERIC POLLUTANTS

information in regulation 6, shall grant to the competent authority access to such records for obtaining the said information.
