Without prejudice to regulation 4 of the Plant Quarantine

(Harmful Organisms) Regulations, the Director may authorise derogations from the measures referred to in regulations 9 and 10 of these regulations and in accordance with provisions laid down in regulation 20, 21 and 22 of the said Plant Quarantine (Harmful Organisms) Regulations.
