The property specified in article 3 shall revert to the person to whom the land belonged, by whatsoever title, as if the acquisition by virtue of article 5 of the Building Development Areas

Act had never taken place, with effect from 18th June 1985, being the date on which the land in question was acquired by the Government by virtue of the said article.
