In these regulations unless the context otherwise requires -

"Act" means the Local Government Act; "authorised bag" means a bag authorised by the Department designed as shown in Schedule B and supplied by the Council, which is to be tied to the horse and to the karrozzin so as to collect and keep the horse droppings; "closed skip" means a closed recipient, be it on wheels or not, metal or otherwise, provided by the Council in the locality normally used by the karrozzin, and such skip shall be marked to be used specifically for the disposal of horse solid discharge, and shall be placed in a site as may be authorised by the Council; "Council" means Local Council as defined in the Act;

"Department" means the Department for Local Councils; "karrozzin" means a horse drawn cab licensed for the conveyance of persons and pulled by a horse; "locality" shall have the same meaning as assigned to it in the Act; "Minister" means the Minister responsible for Local Government; "street" includes any road, alley, square, bridge, quay or other place of public passage or access.
