The penalty referred to in Bye-Law 6 shall be without prejudice to any other right of action which the Council or any other authority may take to remove, deposit, or dispose or any trailer or any other encumbering object or any accessory thereto in terms of the provisions of the Clamping and Removal of Motor Vehicles and

Encumbering Objects Regulations, or any other law, and without prejudice to any other penalty or fine (ammenda) which may be imposed under any other law.
