S.L. 251.5 Art. 4Award.

(1) The Medal shall be awarded by the President of Malta, acting on the advice of the Prime Minister, to persons who, throughout these 50 years, have contributed towards the development and well-being of Malta as a nation and a member of the international community of nations.

(2) The Medal may be awarded posthumously.
