Cap. 73 Art. 5Power of Minister to make regulations.

(1) The Minister may make regulations in regard to any matter coming within the scope of this Act.

(2) In particular, but without prejudice to the generality of the foregoing power, such regulations may prescribe the manner in which the agent shall collect the fees to be paid by him into the

Office of the Comptroller of Customs and the manner in which such fees shall be paid and distributed to the boatmen.
