The moneys accruing from the payment of the fees referred to in the last preceding article shall be administered by the

Comptroller of Customs who shall pay the same, with such deductions as the Minister may direct, to the boatmen licensed to ply their trade in the Grand Harbour and Marsamxett Harbour, in accordance with regulations made by the Minister under article 5.
