(1) The issuance of a licence is subject to payment to the Authority of the fees described in the Second Schedule to these regulations.

(2) Any late payment of fees in respect of the issuance of licences is subject to the penalties stipulated in the Radiocommunications (Penalties and Voluntary Settlement of Disputes

Procedures) Regulations, or any other law which may from time to time be in force concerning the late payment of fees:

Provided that any non-payment or late payment of fees shall constitute a breach of these regulations.

(3) Any payments effected by a licensee in accordance with these regulations are not refundable by Government and, or by the Authority.
