S.L. const.3 ст. 28Suspension of penalty pending appeal.

A penalty imposed by a Head of Department acting under a delegated authority shall not be put into effect before the lapse of at least ten (10) working days from the date on which the officer was notified of the penalty by the Head of Department and, if an appeal has been lodged, the penalty shall not be put into effect pending a decision by the Prime Minister acting on the recommendation of the Commission.
