The Authority may, from time to time, issue and publish rules, directives and guidelines which shall be binding on associations and others as may be specified therein. Such rules, directives and guidelines, as may be amended from time to time, may lay down additional requirements and conditions in relation to activities of the associations, the conduct of their operations, reporting requirements, harm reduction initiatives, and any other matters that the Authority may consider appropriate.
