S.L. 623.1 · Energy Performance Of (S.L. 623.1)
S.L. 623.1 ст. 7New buildings.
(1) The Building and Construction Authority shall take the necessary measures to ensure that new buildings meet the minimum energy performance requirements as currently set in Technical Document F. As from 1st January 2016 all newly completed buildings that are subject to these regulations are to be certified for compliance with these regulations with regards to the applicable minimum energy performance requirements as set in Technical Document F. The compliance certificate drawn up by the responsible architect/engineer has to be submitted by the owner to the Building and Construction Authority within one month of completion and before the use of the building.
(2) For new buildings, the designer shall ensure that before construction starts, the technical, environmental and economic feasibility of high-efficiency alternative systems such as those listed below, if available, is considered and taken into account:
(a) decentralized energy supply systems based on energy from renewable sources;
(b) cogeneration;
(c) district or block heating or cooling, if available, particularly where it is based entirely or partially on energy from renewable sources;
(d) heat pumps.
(3) The analysis of alternative systems referred to in sub-regulation (2) shall be documented and available for verification purposes and presented to the Building and Construction Authority prior to construction:
(a) for small developments, the architect will be required to make a self declaration following the consideration of the alternative systems;
(b) for major developments, an engineer’s report will be submitted that shows the considerations taken with regard to the alternative systems feasibility.
Such analysis of alternative systems may be carried out for individual buildings or for groups of similar buildings or for common typologies of buildings in the same area. As far as collective heating and cooling systems are concerned, the analysis may be carried out for all buildings connected to the system in the same area.
(4) Final customers for electricity and natural gas shall be provided by their suppliers with competitively priced individual meters that accurately reflect the final customer’s actual energy consumption and that provide information on the actual time of use:
(a) where a new connection is made in a new building or a building undergoes major renovations, as established in this regulation, competitively priced individual meters shall be provided in all such cases;
(b) where in the assessment of the competent authority, multi-apartment or multi-purpose buildings supplied from district heating or district cooling, or buildings with their own common heating or cooling systems become prevalent, the Regulator for Energy and Water Services shall establish transparent and publicly available national rules on the allocation of the cost of heating, cooling and domestic hot water consumption in such buildings, in order to ensure transparency and accuracy in the accounting for individual consumption:
Provided that where the competent authority determines that multi-apartment or multi-purpose buildings supplied from district heating or district cooling, or buildings with their own common heating or cooling systems have become prevalent, the Regulator for Energy and Water Services shall be informed of such decision and the competent authority shall provide the said Regulator with all the relevant information and data for reaching such a decision.
