The estimates of revenue and the estimates of expenditure of each department shall be prepared by the respective

Head of Department and forwarded through the Minister responsible for his department to the Permanent Secretary together with any information that may be required including the provisions emerging from article 14 of the Fiscal Responsibility Act.
