When permission has been granted to export any such arms, ammunition or other munitions of war, the same or the packages or parcels containing the same shall be taken to the

Customs House before shipment, for inspection by the Comptroller of Customs, who may order any such package or parcel to be opened by the exporter or his agent, for the purpose of verifying its contents.
