The Commissioner, the Council members and every member of the staff of the Commissioner’s office shall maintain secrecy in respect of all personal matters that come to their knowledge in the exercise of their powers and the carrying out of their duties and functions under this Act, and shall not divulge any matter coming to their knowledge as aforesaid except for the purpose of an investigation, or prosecutions for an offence against this Act or any other offence against the person of a child.
