The Minister may make regulations for the purpose of giving effect to this Act and, without prejudice to the generality of the foregoing, may provide for -

(a) the procedure in assisting an offender to communicate with a representative of the State of which he is a national;

(b) the notification to any foreign State of any matter to be notified under this Act;

(c) the restoration and preservation of control of an aircraft to the commander of the aircraft; after the unlawful seizure of an aircraft; and

(f) the holding of any investigation into unlawful or dangerous acts on board an aircraft.
