Notwithstanding the provisions of any regulation made under this Act restricting the use of any active substance, the

Authority may, on the advice of the Board, allow the use of any type of active substance found in a pesticide for restricted scientific research, experimentation and development and for general use when these active substances are contained in negligible quantities in products and have no harmful effect on humans, animals or the environment; the Authority may also permit the use of any pesticide in exceptional circumstances, which may make the use of such pesticides necessary.
