S.L. const.2 Art. 46When two or more members rise to speak.

When a member rises to speak he shall be called by the Speaker or the Chairman as the case may be, and if more than one member rise at the same time the member who is so called shall be entitled to speak. Members, whilst speaking, shall address themselves to the Chair.
