S.L. const.2 Art. 44Power of selection.

In respect of any motion or in respect of any bill under consideration in committee the Speaker or the Chairman of Committees shall have power to select the amendments or new clauses to be proposed, and may call upon any member who has given notice of an amendment to give such explanation of the subject of the amendment as may enable him to form a judgment upon it.
