(1) Questions may be put at the commencement of public business to any Minister relating to public affairs or to any other member relating to any business of the House for which such Minister or member is responsible.

(2) No question shall be taken after one hour has elapsed from the time appointed for the commencement of the sitting: Provided that no question shall be taken after 6 p.m.
