A message from the President of Malta shall be brought to the House by a Minister but not during a debate. The Minister shall inform the Speaker that he has a message from the President of Malta to the House, and then, on being so desired by the Speaker, he shall bring the message to the Chair and deliver it to the Speaker, who shall then read it to the House.
