No amendment not being merely verbal shall be made to any bill on the third reading, but the bill may be recommitted on motion made or the same amendments may be offered as on the second reading (see standing order 95 "Amendments to second reading"). No discussion shall be allowed on the third reading stage of any bill except for proposing verbal amendments.
