Personnel on board the aircraft shall consist of:

(a) The minimum number of flight crew consistent with the of the aircraft;

(b) Up to four members of the inspection team;

(c) Up to two representatives of the inspected State Party;

(d) An observer, if any, subject to the agreement of the inspected Party; and

(e) An interpreter, if necessary.
