The Technical Secretariat shall comprise a Director-General, its head and chief administrative officer, and such scientific, technical personnel as may be required. The Director-General shall be appointed Conference upon the recommendation of the Executive Council for years, renewable for one further term, but not thereafter. The first Director-General shall be appointed by the Conference at its initial session upon the recommendation of the Preparatory Commission.
