The number of inspectors and inspection assistants accepted by must be sufficient to allow for availability of appropriate numbers of inspection assistants. If, in the opinion of the Director-General, the non-acceptance by a State Party of proposed inspectors or inspection assistants designation of a sufficient number of inspectors and inspection otherwise hampers the effective fulfilment of the purposes of an on-site the Director-General shall refer the issue to the Executive Council.
