The requested State Party shall grant access for the fact-finding all areas and installations under its control where facts relevant to the issue could be expected to be collected. This shall be subject to any that the requested State Party considers necessary for:

(a) The protection of sensitive equipment, information and areas;

(b) The protection of any constitutional obligations the requested Party may have with regard to proprietary rights, searches or other constitutional rights; or

(c) The physical protection and safety of the members of the mission. In the event that the requested State Party makes such arrangements, make every reasonable effort to demonstrate through alternative compliance with this Convention.
