No person may enter into an agreement to establish an association or may make an endowment, whether initial or otherwise, to an association unless such person has been ordinarily residing in

Malta for a minimum of five (5) consecutive years prior to establishing the association or making an endowment to the association:

Provided that a minimum contribution including in the form of an admission or membership fee shall not be considered as an endowment for the purpose of this regulation.
