No clearance for any works or part thereof shall be issued by the Authority if any balance due from any administrative penalties are still due to the Authority by reason of breach against these regulations. The Authority may not authorise the transfer of client or site manager as provided for in regulations 8(6) and (7) where there is an outstanding balance due to it with regards to the site.
