Where the passport officer receives an application for anEU ETD from an unrepresented citizen, he shall, as soon as possible and not later than two (2) working days after receipt of the application, consult the Member State of nationality in accordance with article 9

of the Consular Protection (Unrepresented Citizens) Act for the purpose of verifying the nationality and identity of the applicant.
