Contracts which have as their object services covered by regulation 3 that are listed both in Schedule I and in Schedule II

shall be awarded in accordance with regulations 19 to 55 where the value of the services listed in Schedule I is greater than the value of the services listed in Schedule II. In other cases, contracts shall be awarded in accordance with regulations 19 and 31(3). Chapter IV
