S.L. 601.1 Art. 72Accounting of expenditure.

(1) Expenditure properly chargeable to the estimates of a financial year shall as far as possible be accounted for within that year.

(2) Payment for materials, works or services obtained during a financial year shall not be deferred or carried over to any subsequent year for the purpose of avoiding an excess on the approved provision for the service.
