S.L. 601.1 Art. 25Full information and accurate estimate to accompany proposals. Provision of funds in excess of estimate.

(1) No proposal shall be advanced without full information on its financial aspects and as accurate an estimate as possible of the funds likely to be required.

(2) The provision of funds in excess of those estimated for may be refused unless it can be shown that the causes of the excess were beyond the knowledge or control of the department and that there was no negligence in the preparation of the original estimates.
