(1) These regulations shall bring into effect the provisions of Council Directive 2006/117/EURATOM of 20 November 2006 on the supervision and control of shipments of radioactive waste and spent fuel and Commission Decision 2008/312/EURATOM of 5 March 2008 establishing the standard document for the supervision and control of shipments of radioactive waste and spent fuel referred to in Council Directive 2006/117/EURATOM.

(2) These regulations lay down a system of supervision and control of transboundary shipments of radioactive waste and spent fuel, so as to guarantee an adequate protection of the population.

(3) These regulations provide additional measures, procedures and guidance to those mentioned in the Nuclear Safety and Radiation Protection Regulations.
