S.L. 499.68 Art. 3Open market policy.  

(1) When considering an application for –

(a) operator’s licences; or

(b) a driver’s permit, the Authority shall promote an open market policy and will not restrict the issue of such licences and permits on the basis that there are too many current licences or permits or for any other reason not stipulated in these regulations.

(2) If anything contained in these regulations is inconsistent or in conflict with any regulations issued under the Traffic Regulation

Ordinance or the Authority for Transport in Malta Act or any VEHICLE HIRE SERVICES

subsidiary legislation made thereunder, the present regulations shall prevail, and to the extent of these inconsistencies or conflicts, such other regulations shall be deemed to be null and void.
