(1) Cabotage transport operations shall be permitted in

Malta for the following services:

(a) special regular services provided that they are covered by a contract concluded between the transport organiser and the carrier;

(b) occasional services.

(2) Cabotage transport operations for regular services shall not be authorised in Malta.
