An applicant for a driver’s permit shall, before being granted the authorisation, satisfy the Authority that he -

(a) is duly licensed in accordance with the Motor Vehicles

(Driving Licences) Regulations; and

(b) is in possession of a certificate of professional competence in terms of the Motor Vehicles (Driving Licences) Regulations unless exempted from such requirement in terms of the same Motor Vehicles (Driving Licences) Regulations; and

(c) is of good repute and conduct
