S.L. 499.22 Art. 3Scope and application.

(1) The scope of these regulations is the implementation of Regulation (EU) No. 996/2010 and of Annex 13 of the Chicago

Convention.

(2) These regulations shall apply to any accident or serious incident arising out of, or in the course of air navigation which occurs to any aircraft -

(a) in or over Malta, or

(b) elsewhere to an aircraft registered in Malta or an aircraft operated by an operator established in Malta but the aircraft is not registered in Malta, when such investigations are not carried out by another State.

(3) These regulations do not apply to those aircraft specified in paragraphs (i) and (j) of Annex I of Regulation (EU) No. 2018/1139 of the European Parliament and of the Council on common rules in the field of civil aviation and establishing a European Aviation Safety Agency.
