(1) The Commissioner or anyone on his behalf has the right of entry at any time in any charity shop to perform an inspection within the premises, at the application stage and at anytime thereafter, and may ask for any documentation or evidence as he deems fit in relation to the premises.

(2) Saving the provisions of sub-regulation (1), the annual accounts of a voluntary organisation shall be subject to such review procedures as are specified in Schedule 2.
