In addition to the measures provided for in rules 35 to 40, the competent authority may take additional national measures which are deemed necessary and proportionate to contain foot-and-

mouth disease virus taking into account the particular epidemiological, animal husbandry, commercial and social conditions prevailing in the affected area. Where specific measures to restrict the movement of equidae are considered necessary, such measures shall take into account those provided for in Schedule VI.
