Any person who contravenes regulations 39(3), 59A(2) and 59A(3), shall be guilty of an offence against article 38 of the Act and shall be liable, on conviction, to a fine of not less than (multa) three thousand euro (€3,000) and not more than seven thousand euro (€7,000).
