Without prejudice to the provisions of the VAT Act, a youth enterprise shall be required to:

(a) qualify as a small enterprise in accordance with the provisions of Part One of the Sixth Schedule to the VAT Act; and

(b) be registered under and in accordance with article

11 of the VAT Act.
