If through on-site inspections, it results to the Directorate that at least fifty-one percent (51%) of the revenue of the agricultural company is not being generated from agricultural activity or the remaining percentage is not being generated from ancillary agricultural activity, then the Directorate shall initiate the procedure stipulated in regulation 17.
